How Oceanside's ADU rules got here
2017Statewide by-right ADU approval begins. California law requires cities to ministerially approve qualifying ADU applications, without discretionary review or a conditional use permit.
2022Oceanside adopts its current ADU ordinance. Ordinance No. 22-OR0114-1, adopted February 23, 2022, sets the city's ADU standards under Zoning Ordinance Section 3006.
2024State law tightens again. AB 976 permanently bars California cities from requiring owner-occupancy for standard ADUs; SB 1211 lets qualifying multifamily properties add up to eight detached ADUs; SB 477 renumbers the state ADU statute from Government Code section 65852.2 to a new Title 7, Division 1, Chapter 13 (sections 66310-66342), effective March 25, 2024.
2025State housing regulators find Oceanside's ordinance noncompliant.
